I strongly disagree with Norton and Vista.

I run Norton AntiVirus, Windows Vista Home Premium, I have Steam running, I run a Counter-Strike: Source server. I can connect, my friends can. I believe it is a router problem with you then. And it is strongly unrecommended to play and run a server on the same computer. However I do, since my router is old, so it allows me.

Well I have a Netgear WNDR3300, and it doesn't work for that,
I've had a server before, but I can't remember if I used this router, or my old Linksys router.
