TF2 Spiking but not CSS Need help Fast!

Hello I am running a hosting company and just started hosting tf2 servers but we got a major problem. When the server gets a certain amount of players in it starts spiking OR WARPING all over the place. The ping stays the same but. I thought it was my connection. So I tested it what i did was get 1 tf2 server full and 1 other css servers at the same time. now the css server gets no lag or spikes but on the other hand the tf2 is getting it huge time. even with the css server not running it is still spiking about the computer I use and Details.

Quad Core Xeon 3.0ghz
6gig Ram
500gig hard drive Now with the hard drives they split in 2 i have got my tf2 servers on the 2nd hard drive if that is a problem.
with 4 Diffrent IP's I am only using 1 atm
100mb up and down.

Ok well i just found out it was my cpu for some stupid reason I can have allot of cs servers running with allot of players but 1 team fortress 2 server my cpu goes from 4% to 100% is this a TF2 bug or something?

Update: I got a tf2 server running with players in it and when i just go to TCadmin Cpanel it hits 100% wtf is wrong with it!.

Are you running this in Linux or Windows? Also, does the CPU usage go up as each player enters, or does it jump from 10 to 100 when it goes over a certain number?

If it only spikes when you load TCAdmin then stop using IIS for the web server. Contact TCAdmin support and they will setup a different web server for you.
