problem 1:

lower your tickrate back to default. If you start experiencing problems after increasing the tickrate, then probably your box can't handle the increased tickrate.

problem 2:

try checking the permissions for steam. or maybe your bandwidth or server resources is getting used up somehow. theres probably dozens and dozens of possibilities why thats happening.

The only thing I can tell you is to let it be stuck on the Checking/installing as that will eventually become unstuck.

also i killed the instance and started it again and it now works so i blame steam for that.........
AND
i dont think it has anything to do with the cpu wen setting the tickrate over 33 caz i montor it using top and it seems fine cpu wise

appearances can be deceiving

I've seen installs that used tickrate 100 and server lags, but top will show only 16-20 % use

after setting tickrate lower, things stop lagging. Idk how to explain it, but it happens that way.
