when I run more than one server I put them up in increments of 1 so I just add +port 27016 to my second servers startup line.

Don't set clientport, take out -secure in both, take out -nohltv, try to keep the startup commands for the servers short and simple

I need the -nohltv because otherwise the ports will clash.
