Considering the fact that you're running CS:S you should be able to pump those slots out easily from the box you described...

in fact, this depends (very highly) on the type of xeon you have. the name xeon is used by intel for many years, there is a factor of 2-3 in speed (with the same GHz)! supposing you have one of the newest Core-2-based Xeons, you can probably run it, but with limited quality. I would recommend optimizing the system with my howto (see signature) and only running the high-quality servers at high priority (i.e. using chrt only on them). else even the tick 33 servers can disturb the tick 100 servers severely...

Yes, that system should be able to do what you propose. My only note would be that a 100 tick server is rather pointless.
