Dedicated server lag help

Hey guys, sorry if this is a stupid question but I've been googling my ass off and reading walls of text for too long.

I have successfully got a CS:S server up and running with XP sp3. I am plugged into my router and have forwarded the correct ports for CS:S and srcdc. Is it even logical for me to try and attempt running a ~12 man 100 tic server with 600 or so max fps with this setup and me being able to play on this internet connection/computer at the same time I am hosting it?

4 gig gskill
320 GB WD
NVIDIA GeForce 9600 GT

Main problem I am facing is of course I ping ~5ms and I get 10 or so friends to connect and they ping all ~180 ms from all locations across the united states. The fps stays at ~500 though. This was with normal 100 tick rate settings. I tried very low tick rate settings too (cmd 13, update 13, rate 5000) to no avail. I have this in my watchdog .bat
start /high /wait srcds.exe -console -game cstrike +map de_dust2 -maxplayers 6 -tickrate 100 -port 27016 -pingboost 2 +clientport 27035

Any advice or flaming is appreciated.

You should have no trouble.

Firstly, you have -pingboost 2 in your startup line, your running windows so it does no good. Also, it is a bandwidth issue.

Yes make the tickrate 66 or rent a game server.

I'll elaborate,
I tried using cl_cmdrate 13, cl_updaterate 13 and rate 5000

with no luck.

the commands are sv_maxcmdrate 66, sv_maxupdaterate 66, and sv_minupdaterate 10 , sv_mincmdrate 10 , and maxrate 20000 in server.cfg for server. Also take off -pingboost, uses more bandwidth, and -tickrate 66 in watchdog.bat

Rofl, I know
was trying to imply all that with those commands
I removed pingboost I tried various server side commands for rates
ranging from 13-100 and didn't get anywhere. I think the issue is that I'm playing on the machine (same internet connection and computer)
that I am running the dedicated server off of.

High pings may also be because of your internet routing, and it does not matter if you are on the same internet connection as your computer connects through lan
