Please Help, High Pings connected from the same LAN

Im running a Dell Optiplex 745 Ultra Small Form Factor
Look at the PDF, Im Configured with Intel Pentium D 2.8Ghz Dual Core 2x1MB Cache, 2GB DDR2 Ram, Gigabit NIC, CAT6 Cables, Gigabit Switches Nothing else on this server, 100 Percent Dedicated to running ONE Left 4 Dead 2 Server.

Server OS: Windows Server 2008 R2 x64, Fully Updated

NETWORK AND BANDWIDTH INFO
I have a 50/50 Verizon FiOS Connection, bandwidth is not the problem.
My router is a Westell 9100em, it has a dual core CPU and runs at 600Mhz, can handle thousands of connections.
Every computer on my network is connected with CAT6 gigabit NIC's.


Local IP of Server: 192.168.1.10, DHCP Pool is 192.168.1.50-99, with 192.168.1.1 Router IP, .5 is a Coax-Ethernet Bridge for a computer in a room without a ethernet jack, .6 is a Wireless G Access Point, .7 is a Wireless N Access Point.

External IP: Have Dynamic DNS setup, homebrewed.servebeer.com

My gaming PC Windows 7 Ultimate x64 which sits 10 feet from the server connected via gigabit lan switch, cat6
The problem is intermittent, some times when I connect I get high pings, then mabye Ill reboot the server connect/reconnect and it will be ok
When its bad it shows 20ms in the scoreboard and 30-110ms in net_graph, fluctuating.
When its good it shows 5ms in scoreboard, 20-30ms in net_graph.

I was unable to get a screen shot with 100ms in net_graph best I was able to do was 50ms in net_graph 5ms in scoreboard for the moment.

(Update)
I rebooted the server, connected got the screenshot, net_graph fluctuates to over 120ms! when a bunch of zombies run towards me, goes from 60-120ms.

When I add my server to HLSW I get a ping of 1-5ms, when I ping my server locally I get a ping of 1ms, no packet loss choke ect, even in game (net_graph)

My client settings are default, I do play at 1900x1200, but no other settings changed except for cl_updaterate 30 from the default 20, and enabling the console.
Steam set my rate at 30000, I guess do to my setting 10MB+ Connection in steam.

And yes Im connecting to the server through its local IP, not its WAN IP, even though this should not matter.

Server setup is fine, shows up in master browser list, couple of people have connected.

At my wits end not sure if its a problem with windows server 2008, or what, I had WMP running instead of srcdsfpsbooster switched to see if it made a difference no dice. Mabye I need to run Windows Server 2003???
Server FPS shows 29fps

I followed the optimization guide, on steam support

Set the scrds.exe to Above Normal priority as said.

Please Help, note perfectdisk server 2011 in the screen shot, only runs on tuesdays, @ 4AM, same thing with windows updates.

Please any help appreciated, feel free to connect to the server yourself,
tommorow i am going to rerun the update tool with the -verify all command see if it does anything.

Server Location is Southern California, West Coast.

Again the ip of the server is homebrewed.servebeer.com port shouldn't need to be specified since its the default 27015.

Look at your CPU Usage on the server when you trigger the horde...
The latency in game is determined by many different factors they are not the same thing. You can have a perfect network and a crap CPU and your game latency will not be consistent. The latency in HLSW is strictly network.

Im going to order a Core 2 Duo E6600, that should solve the problem, I think your right, This Pentium D just isn't cutting it.
