SRCDS Won't start

Hello everyone.
I have been running a somewhat-successful GMod server for about a year now off my PC.
About a week ago, I got a new PC with Windows 8 already started on it.
When I installed my server the same way I did with my old box, the server won't start. At all. No crash report or anything. I am almost sure it's a compatibility issue, Windows 8 has yet to impress me.


BASIC INFO
Server OS: Windows Server 2013 64 Bit (Windows 8)
Processor: Intel Core i3-2130, 3.4GHz
Ram: 8GB
Game(s): Garry's Mod
Start Up Command: C:\gmod\orangebox\srcds.exe -console -game garrysmod +map rp_downtown_v4c_v2 +maxplayers 30 -autoupdate -verify_all
Admin Mods: Haven't installed any yet.

INSTALLING INFO
Full Install Command: Hldsupdatetool.exe -command update -game garrysmod -dir c:\gmod

I recommand that you should use windows server 2008 insted. Less CPU usage.

But I don't have el money-o.
And I've heard about remote server hosting, but can't do it for the same reason.
Can't fit it in the budget.
