how do i create a second css server?

would i create a srcds2 folder then run the hldupdate tool and start from scratch, installing metamod and source mod, server.cfg file etc

You can do it that way or just copy your current files over and change the configuration. Make sure you start the server on a different port thought.

just make a second set of files, forward another port, and make sure to use that other port in your start line
