that CPU will probably not be capable of running 30 slot servers, it's simply too slow per core. but this always depends on many factors as the wiki article says. so maybe it is possible, but the question is with what quality. you probably will have to reduce the tickrate.

Abit higher maxrate(50000) and abit lower minrate. (15 - 20k)

err... if you allow lower minrates than you also should allow lower update and cmd rates. else people who are forced to use lower rates because their connection is slow will get choke. the actual rate is determined by update and cmd rates (and number of events on the server)!

Doh! I changed the wrong values. I was supposed to set the sv_min* ones to 45..
