Help me with my rates

What are the best settings for my server?

Now I have these settings:
tickrate 33
sv_minrate 4000
sv_maxrate 5000
sv_minupdaterate 20
sv_maxupdaterate 33

and i get 10-80 choke and only sometimes lag peaks..

EDIT: ah cmon can't you help???
