no, HT technology means the computer has a VIRTUAL second CPU, which makes it a little fast with processing, because of the virtual CPU it says you got 2 CPU's, of which 1 is FAKE. However it takes this CPU in account, no matter what. This means you have 1 CPU(the real one) at 100% and 1 CPU (The FAKE one) at 0% which gives average of 50%

you ARE utilising the full 2.6GHz, dont worry about that
