simple rule: if you want to run big servers, you need big hardware. a VPS is not big hardware, regardless how much resources they "guarantee" you. there is even a chance that the VPS is completely unsuitable for hosting game servers. make sure you can cancel the server easily (i.e. after each month) and try it out. else you will always risk wasting a lot of money. it might even be that the situation changes after some time when the provider puts more customers on your hardware node.
ah and: garry's mod is orangebox, right? then run with fps_max 67 or so to have the fps equal the tickrate. high fps bring no advantage, and only slightly larger fps than tickrate are even worse.
