help with sound played by clients

i can't get clients to play sounds on the server!!!
i have lots of sounds, but when i play the sound like (dedo) nothing happens!

See if there's an error in the console when you try to play it (both on the server and the client)

if you see nothing sounds might be disabled.
If you're using mani check on the client that system sounds are enabled in the settings window.

what do i have to write in console to play the sound!

and how can i but sounds to be played when a team wins like terrorist win.
where do i have to put then so that they work
