Problem
The problem I have is that the choke goes to like 30 and tickrate drops to around 80 when users are talking.
In my book it would be a rate/bandwidth issue.

sv_maxrate 30000
sv_minrate 25000
sv_maxupdaterate 101
sv_minupdaterate 100
sv_maxcmdrate 101
sv_mincmdrate 100

Servers Specs
CPU: E2180 @ 2.0GHz (Runs 1000 FPS stable, 20 - 30% usage on 12 slots).
RAM: 2 GB
HDD: 7.200 rpm
OS: Windows Server 2008 SP1 - Standard
Connection Specs
Download: 20 mbit
Upload: 2 mbit
Conclusion
If I change sv_voicecodec to vaudio_miles, the choke dissapears, so my conclusion would be that I lack the bandwidth.
The problem is that the choke and tickdrop happens even if there is only 2 users on the server so what else could be causing it?
