How to make Server keep bots alive with no humans

hi guys i dare say you will know the answer to this

iv got a linux CS server running on a lan at the shop

for a demo i want to run a computer spectating the server with bots on.

BUT

when i spectate theres no 1 on the maps as the bots auto quit when theres no 1 playin on the server.

any ideas ?
