Interesting, that's surprising. Most telcos (mine included) are reluctant to white-label anything these days unless the PUC/FCC mandates it. Do you have any reference info? I'm curious to read more about what they are doing.
However, its difficult to group Verizon with companies like the ones you mentioned as Verizon is not just an ISP. They are a telco with wide area infrastructure and own FiOS from the bottom up. The other companies are buying infrastructure from some LEC like Verizon, Qwest, SBC, etc . . . and running their equipment on it.
