SRCDS should work with Vista. Many people have done it.
However you should not host and play on the same computer.

it lags your game server because your share the resources for both the server and the game. And running a game can use a lot of memory and cpu speed. i sometimes do it to test a map or mess around with like 3 friends. but for a real server that is going to be up for a while i would recommend against it.

Yeah, running a server and playing it on the same computer is possible but will require a lot of resources to support both you playing and the server. I've ran a server on my computer and played it on when I first playing with srcds and I've gotten up to like 20 people on it before...but it was on my laptop that was crappy. I usually use srcds and play on it on same computer mainly for testing purposes or letting someone play their scrim matches on there. Srcds should work on vista, I've ran it many times...no problem...just open ports and okay it on the firewall...that's all. Plus I disabled the annoying popup asking to run programs and stuff.

Agreed. If you want to run your own server from your house, an old pc will do fine, if you do not have one, check your local salvation army, goodwill, etc.
