sv_downloadurl Problem

I can't make any sense of why I can't get a map to download from a website for fast custom map download.

On the win webserver it has the correct file structure and I can see it downloads all the materials files really fast but when it gets to de_contra.bsp it gives the error "can't locate map maps/de_contra.bsp"

I know the file is there.. this is drivin me nuts

I created a .res file called de_contra.res and put it in the map folder on my game server.
