Can I Run It?

I am attempting to convert a fairly old PC to a CSS/TF2 server. It's a Dell Dimension 4100, with a the following specs:
866MHz
256MB RAM (http://www.crucial.com/store/listparts.aspx?model=Dimension+4100+Series)
CD drive
nVidia TNT2 GPU.

It currently is a fileserver running Debian.

It wouldn't be outrageous if I could spend $35 or so to upgrade it, but that's really all I have after building my cheap HTPC. Could I use the HTPC? Or would it just cause massive lag?
The HTPC will be used for the occasional DVD watching and music playing on the TV. It will not do anything with the television. It has a dual core Athlon and 2GB RAM. Not all the parts are here yet, so any guesses will be welcomed.

I'm on AT&T U-verse Pro, which promises up to 1 MBps up.

the dell is probably not going to run either. sounds like your htpc might, but you generally don't want to play on the same machine the server is running on. Even so, your upload speed is going to be a limiting factor.
