TF2 Rare time-out on map change

Once in a while the serve will change maps, and everyone will get that 'connection problem' red text when the changelevel command automatically happens. Sometimes they will then connect around 15 seconds into the count down, sometimes they lose connection, usually it just changes maps normally.

This is not a crash, since it doesn't restart the server... just people lose their connect on map change.

It's not an issue with the map load time since it's usually an instant load.
