Ok now what would be better for running 66 Tick CSS servers and how many slots to each 1?
(The Dual Intel Xeon 2.8Ghz can support up to 8GB Ram)

Go with the Core2Quad

There is absolutely no comparison between the Core2Quad will smoke that old Norwood/Prescott based Xeon.
