GMod Dedicated server not appearing on server list

So, to clear shit up, I'm NOT running from a .bat file. I'm running off the srcds.exe.

Alongside that, I can't connect via public IP.

Until it fails. Yes, I have forwarded ports. And yeah, I'm new to the scene.

Still having issues? Hosting it at home? If yes, can you connect via the internal network ip address?

Try setting +clientport to something else on your garry's mod command line. (your actual game on steam)

For example, +clientport 27070

Here are the launch options

These are some lines in the console, which might be interesting:
Connection to Steam servers successful.
Public IP is 134.255.233.28.
Assigned anonymous gameserver Steam ID [A-1:2837586949(8287)].

[S_API FAIL] SteamAPI_Init() failed; SteamAPI_IsSteamRunning() failed.
No account token specified; logging into anonymous game server account.
