more noob dedicated server Qs

sorry for the noob Qs i searched and didnt find the answers so here it goes.

i have a .bat file to use for restarting a plan of attack server when it crashes.
is there anyway to bring the console that shows up as if i clicked on the srcds.exe file?

also what file holds the name of the server?
