Noob questions

I just started a dedicated server yesterday and was able to get it running fine but i cannot seem to find any documentation and actualy administrating a server? Are there any good sources for newbie admins to learn the ropes? I mean i know nothing i have never adminied an FPS server before. here are some of my questions

How do i access the server console when i am usuing SSH to connect to the server?

Can you run console commands when conected to the server as a client? if so how?

How do i know what changes to config files require server restarts to come into effect?

These are just a few of my questions.Honestly i am usualy pretty good with linux and running servers but with this i am totaly lost. Any help will be greatly appreciated

Well you could always browse various forums such as:
srcds.com (here)
steam
United Admins (this one is more geared towards cs 1.6 instead of css)

That would depend on how you set up your server. If you followed the tutorial here, then it would be just

Set your rcon_password in your server.cfg, then in game you can authenticate with rcon_password <password>(i'm not 100% sure if thats the right command), then use rcon <command>.

generally, if the command is in a config file (such as server.cfg), a server restart is not needed. If you are changing a start command line option, then you'd need to restart.
