Given your computer can support it, yes.
Just define a different port. You can use the same SRCDS install or a different install. That's a personal choice.

i used -port 27034 but i also have a gmod server running and it says cannot allocate any sourceTV UDP port all my ports are forwarded and forwarded correctly. Any ideas?

ummm i'm not sure i don't think it is all i have going on is srcds running gmod as far as i can tell.
