a plethora of questions

Ever since I started using my server, I have not been able to rcon. I tried changing the rcon_address between the local address and the external IP. I know I have the correct password and have also used different passwords.

I have also noticed a problem with the new arena maps. Whenever the server switches to one, the server name changes to Team Fortress 2 Arena Server, or something like that. Also, the rounds do not start. I have to change the map to fix this. I also just noticed that the server will always set the next map to an arena map, even though they are not on the rotation.
[edit] I restarted the server and now, arena is not always the next map. Also, I found the arena config file and saw that that changes the map name and executes a different map cycle file.

I also wanted to install hlstatsx on my server. At first I thought it was pay only, but I found out that you can download it for free. I also found out that it is notorious for having a lack of documentation. Any form of documentation on the site has been removed and several internet searches have found nothing. Anyone have any links to any documentation?

Finally, I recently signed up on urldownload.net. I'm not sure if I ever got it working. I set sv_downloadurl "http://urldownload.net/g-nugget" in server.cfg and in everymaps cfg file along with net_maxfilesize64. I believe that this has to do with my server being behind a NAT router. I tried setting my server to it's IP on the network (192.168.1.22), but then no one can connect to it. It is currently on the default (127.0.0.1). I tried setting the server's IP on urldownload.net to 127.0.0.1, 192.168.1.22, and my external IP, with and without the ports.

It is because ever arena map executes config_arena.cfg in your cfg folder. vi that file and remove the hostname and other stuff you don't want like map cycling.

For your other problems, make sure you set an -ip 123.123.123.123 (your box external ip) in the launch with your external ip. So that external users such as yourself with an external ip can access its rcon and other stuff

The -ip flag controls which local IP address the game binds to on the local computer. This isn't necessarily the same as your external IP on the internet (i.e. if you are behind a NAT router) so set it to the local IP address that you are expecting client connections to come in on.

Adding the -ip tag fixed the rcon problem.
