It will only lag if your machine can't handle both tasks. It sounds as if it is capable.
You won't be able to see your own server on the list behind your router. Use a web based tool and you will probably find it, or have a friend elsewhere look. It's there.
That IP is on your internal network. The outside world can't see it. You need to get your public (external) IP address. Go to http://www.whatismyip.org to find out. That's the ip you give your friends. Make sure you forward port 27016 UDP on your router to 192.168.1.100 on your router's port forward page. After that you should be good to go.
