Game will not start until both teams have players

I keep getting the above error every time my CSS client tries to connect to my CSS server.

I'm new to all of this so I don't know what part of my /cstrike/cfg/server.cfg is wrong. I was hoping someone could point it out to me. Here it is:

thats not an error. try joining the other team after you get that

Yeah both teams have to have players or....the game cant run. Pretty sure you cant get around that.

put this in your console or config:

bot_add

This will create a bot player so you can test things.
