You have to edit the html file called "motd", standing for message of the day. What I would like to know is why when I change the <body scroll="no"> tag to yes, I get those purple and black scroll bars and it still doesn't scroll ???

If your HTML page works in a browser, but won't show (completely) at the CS screen, you can do a redirect to it. Just put that HMTL file somewhere on the web (http://www.mywebsite.com/motd.html) and put the URL to it (in this case the one between brackets) in the motd file of your server (so only the URL, nothing more). This should get you better results.
