Need TF2 Server Info

Now I was thinking about setting up a server with the following config:

1. Server Setup For CTF Maps Only!
2. Auto Team Balance
3. Admin RCON Commands
4. Auto Kick Idle Players After 5 mins
5. Setup Server Banner That Show Up On Chalk Board ( Login )
6. Team Damage Off
7. Set Respawn To 5 Secs.
8. Setup Redirect Downloads For Custom Maps


Is there someone that can shows how to do all of the above or a link that will show me how to do all of the above?

For 5 seconds, you need to install Beetle's Mod. Fast respawn (Releative to how many deaht you have and such) can now be set normally since they unlocked the respawn vars (I think)
