At the end of your HLDS updater tool shortcut...

It is probably missing Steam.dll and that should fix it

i have the same problem
this did nothing and i have the steam.dll file

also a message appears before that one
srcds.exe - entry point not found
the procedure entry point ?getcallparam@cworkerthread@@qbeixz could not be located in the dynamic library tier0.dll.
