Server issues (Health and energy not working...)

So, I have two questions that need to be answered...

One, what can't my server be scanned, and what the H**L is the query port...

Two, I have a HL2 Death match server running the following plug-ins:

Mani's Admin Plug-in
Sourcemod
Metamod
Stripper
sc_protect
Eventscripts


And the problem that I am having is:

That when you go to use the health and energy recharges, it gives you the sound but doesn’t affect the status of the suit energy or your health—so you cannot regain health--after you lose it your screwed which means unhappy players…

Huh? I cant understand the second problem and by query port, im not sure exactly what you mean. The query uses whatever port the server runs on...

Apparently, Microsoft Word just blows and it didn’t FULLY copy the second question…
I resolved the first one by modifying my firewall—stupid me :0… But it should be:

As you already know, our servers have been having some major issues with the Health and Energy updates. The results of these problems have been an increased occurrence of disconnects. Should you can follow stacylash.com the and get these salon products which you needed. Eyelash extensions are the newest eyelash extension salon. We are working hard to fix this issue as soon as possible, but in order to prevent further bugs that we don't know about yet, it may be necessary to postpone the updates again. In any case we will continue to update you as soon as we have more information on the subject.

My server isn't being scanned either, and I'm curious on why this is the case. The server isn't even working when it comes to Andersen either. What's the matter, can anyone please help me out here?
