How to change the server tickrate ?

Hello, I have searched this question in google and nothing comes up that can help me, I don't know where to find my server.cfg or my run path thingy. I would like to change my tickrate to 66 and I am running my server in counter strike source.

The only place to change your tickrate is via startup command line. Right click on the shortcut used to start your server go to properties and add -tickrate 66 to the end of it.

I do not see where I can add the -tickrate 66 line because it just changes the name to srcds -tickrate66. Here is a picture to show you what my properties look like.

and here is my properties. You have to make a shortcut from your server and put in on your desktop then add your command lines.
