I also am running FPSBooster and I also have my max_fps rate set to 600 should I change these due to my limited CPU power and bandwidth? Also I am running Windows 2000 Server, should I have Windows 2000 Server set to use most of its CPU power for background services or does SRCDS run in the foreground? Besides SRCDS the only other things I have running are Watchdog and FPSBooster.

FPS doesnt effect bandwidth use. Unless you install srcds as a service, it will run in the "foreground."
