Client changing maps!!

Hi, there are a couple of players on my server who seem to be able to change the map at will!! How is this possible?? I have disabled rcon etc & they still do it. Please can somebody advise as to why they can do it & how I can stop it.

if you have an admin mod such as mani or beetlefarts, I believe they can vote for a map and depending on what the minimum number of votes is, change the map.
