Valve Server List High-Ping Issue

Can anyone tell me why my CS: Source servers' pings are over 250ms for people when they search via the STEAM Servers list, yet when clients actually connect, their pings are in the teens and low 20's?

This is killing my player counts because everyone thinks their pings will suck if they join my servers, which is obviously not the case. I'm only 35 miles from my servers and use the fastest Comcast Internet connection available, and yet I get a pings of 250ms on all 5 of my servers in the STEAM server list. When I view them via the in-game server list, the pings are only in the 30's and when I connect they are even lower. It's just the STEAM server list that has the bad pings. Other players have the same problem so I know it's not just me.

I don't get it. My servers are hosted on a high-speed dedicated box through an excellent service provider, not in my garage!

It sounds like a firewall issue.
Do you know if you have any firewall running on the system that might block ping?

There is no firewall on the system. And considering I receive a ping but it's high, I wouldn't think it's a firewall issue. I think if it was a firewall, there would be no response at all to a ping request.

Also just to confirm, this is only an problem with the STEAM server list someone accesses by using the STEAM tray icon and selecting "Servers". There is no problem with the server list you get when starting CS: Source and choosing the "Find Servers" option. From there all is good.
