Server rates question...

Hi all, I found a css dedicated server (Tick100) pretty intensively trafficked set to following values:

sv_maxupdaterate 101
sv_minupdaterate 100
sv_minrate 25000
sv_maxrate 25000

I did not deepen the meant of these numbers, but seems to me they are not correct at all, then I wanted to ask You what involve to have similar settings.
This server is experiencing lags from what I have seen.

what is your upload speed on the server? doesn't matter what rates you have set if there's not enough upload.

set the sv_minrate to like 10000 or something. no point having min and max exactly the same really.
