In case that will interest someone... I did a little test on a small, micro server.
Setup:
New micro integrated Intel plateform (will mostly be found in mediacenter and such, when it's more widely on the market)
Celeron 215
512MB ram, no swap
100Mb/s line
Debian Etch vanilla (apart for some cutting edge new NFS support, but that shouldn't impact cpu use that much)
Nothing but srcds running, no plugin, no custom map
Can handle 12 players. After that, 95-100% cpu usage and the TF2 game starts showing sluggishness. No ping or packet loss issues.
