Running a linux server

I am running a counter-strike source Dedicated server on ubuntu and is there something i could do to the kernel or a file or anything i can do that can make the ping lower and make the server run smoother. I dont want to
replace anything just want to add or change some files

In short, no.

Ingame pings go slightly lower running higher tickrates, but the REAL ping (netgraph) effectively doesn't change. Other than messing with your rates in server.cfg (which may affect your scoreboard ping), you will not receive a lower REAL ping.

What about a ping booster?
Or would the only thing that would change the server be faster internet and computer?

you need a higher quality isp. remember, higher bandwidth does not mean lower ping. increase the quality, not quantity.
