Surf Map Physics Problem SRCDS

I am running Source Dedicated Server with MetaMod and the Mani Admin Plugin. . .for some reason I can't get the setting right for Surfing. The map in question is Surf_greatriver. Anyway, when I join my server i find it extremely difficult to surf and get to jail and loop. . .and when I create a lan server through source by myself I can't do it either. . however, when I log onto this server server 24/7 100 tick surf_greatriver 74.200.195.210:27015 I can surf just fine and get to jail and loop, and when I back out of it and start up my own lan server I can surf without a problem. This means that my server is loading different client settings than the 24/7 server. . . However, I've looked at every possible setting I can think of and it seems to be identical. sv_accelerate is identical along with maxspeed accelerate friction gravity. I must be missing something. Any input would be greatly appreciated.

That is where all my settings are. . and there is no change.
