Hi - To make a restart script?

Hey - Is there anyway i can make a restart script? The way i want it to be is.. Let's say you log into the FTP for the server and edit and change some few settings on the server and just double click on a .bat or .exe file and it will restart the server? Or any one else got any idea how we could do it?
