Another Problem

Now i cannot connect to my own server. It is not in the server lists at all. I made my server the dmz and forwarded the ports (TCP 27015 and UDP 27015 and 27020). This is what i get:
Now i also notice that my ports are 27011, and i put in the code 27015. Now my ip address changes if restart my server:

See? Also just to make sure, what of the two ip address's do i use?

Share your sollution with the community, it's always a good idea. You're not supposed to "use" any of those IP addresses, those are the IP addresses of the Steam Master Server, which keeps track of all servers for the game. You shouldn't really bother about them. Use your internal IP to connect to the server from inside the network!
