I've noticed that in our CS:S server (hosted by nuclearfallout.net) our pings are about 10-20 ms higher than they are in a lot of other servers I have played. This does not bother me, but it bothers a lot of people, especially since some people lag as a result of this. I've also noticed that I get MUCH better FPS in other servers. Is there any reason for this? Are there any settings to make the ping of the users and the FPS of the users better? Is it just the server hardware?
We run Mani Admin plugin, and no other mods. Our server has an average of about 15-20 players in it, with a max of 21. It's a West Coast server.

Chances are there might be a switch problem with NF.net. or they're having very high network loads.
Another possibility is their NOC location, and your ISP's routing.
for srcds there really is no pingboost, its in hlds, but has yet to fully be enabled in srcds.

Okay... I can wait for the ping booster... But is there any way to fix the FPS problem?

What hardware is the server running, try setting fps_max higher, adjust your sv_maxupdaterate
