Client restrict cvars

Hi ive posted on steampowered, as you can imagine with little responce or help.
Wondering if you could have a look at this thread and test my therory!

I dont believe that the client restrict cvars actualy work tbh!
Please befor posting a responce test my example and see if you get the same results befor saying yes they show my cl_cmdrate in consale as what the the server rstricts it to, thats not the point, the point is that until uyou set it your ping wont change, which means there not actualy enforceing anything just changeing the output in console!
