Ideally you should set up a listen server if you want to play on the server you have created, do this by launching the game and clickng create server.
Other way which (should) work is download the srcds using a different steam account and then try to join, although i believe playing on the same pc as your hosting a ded server on creates crazy lag issues

I really don't understand all this can i play and host at the same time nonsense
I've been doing it for a while, using the gui to launch a DS... havent tried console yet (WICKED BIG DOWNLOAD! takes like a gazillion years)
I played on my server from day 1 (Well day 1 being 1 week ago) and i don't have any problems... pretty wierd... Got an explanation for me Stealth?!?

you can start the dedicated server and then start css and join your server .
i have found that it will only let you log in on the lan selection but anyone 'outside' can join.
it does use ,ore resource but the plus is you can leave and your server stays running.

How many slots do you run and how many get filled.

For you, for resurgence, to play on his own server, he should start his dedicated server using port 27016 or 27020 and if he's behind a router, use his lan ip.

I'm with Stealth...it's easy to launch a DS and play at the same time, it's just going to cause a lot of lag.
