spike every 30 min on window 2003 server.

I'm running Dual AMD 64 Opteron on my server with 1 gig of ram. Now i have server running at 100 tickrate on 12-18 slot. My bandwidth is 100 mbps duplex. Now, i'm getting spike every 30 min. Now do you think the spike causes from O.S or what is it?

I have this a few times a day (and sometimes not), but not every 30 min. Does you cpu load goes to 100% at mapchange or so?

my cpu stay at 23-39 percent. I don't know if the network card or the O.S. Which one is it? lol.
