Protocol should be TCP & UDP, or All.
The ports are usually 27015-27015
And your local IP address:: Should be your iPv4 address.
To find your iPv4 address -
WINDOWS 8/8.1
-Hover your mouse to the lower left corner of the screen.
-Right click.
-Click on "Command Prompt"
-Type in the following command "ipconfig"
-Your 'Local IP Address' should be the iPv4 address.
WINDOWS 7
-Goto run.
-Type in cmd.exe
-Type the command line "ipconfig"
-Local IP Address should be your iPv4 address.
It is recommended that you turn off Windows Firewall cause you may run into problems with people connecting (Optional)
If you want to know if its up or not, when you look into Sandbox (or whatever gamemode your server is) you should see two servers:
Your Server Name - (default gateway)
Your Server Name - (whatsmyip.com)

Alright it seems like your server should be on the master servers, so if its a sandbox server try looking in the Internet sandbox for your server.
It says Public IP is __________ which mean it should be working..
NOTE: It will always say your ports are closed if the server isnt running. Have you disabled your firewall?
EDIT: If your ip is changing each time you restart your computer, just dont restart it. (Depends on if you want it to be public or play-with-your-friends)

PLUS!!! If its binded to port 27015 your friend has to type
'connect 41.225.225.199:27015'
instead of
'connect 41.225.225.199'
