Problems banning people

I play on a server where we have a lot of people that come in just to cause trouble, most of the time we just ban them however lately when we ban them they start trying to rejoin and it comes up in game

(Personsname has joined the game)
(Personsname has joined the game)
(Personsname has joined the game)
(Personsname has joined the game)

and it repeats like this until they get bored and quit
we've tried banning by ip which has worked to some small extent the problem is that they can just release and renew and start back up again. Is there any suggestion on how we can resolve this becuase banning by steam id doesn't do any good and banning by ip+steam id only works for a limited time.

because when you ban by steam id it seems to check the steam id AFTER it's already anounced that (playername is joining the server) where the ip is the first thing it checks, it's a matter of needing the server to not anounce that anyone is joining the server until their steam id has been checked against the banlist.

Thats going to happen whether you ban by ip or id. They start to join, it shows it, then the server recognizes the ip/id and doesnt allow them to join. Although I found its better to ban by steam ID. IP's are to easily changeable. For them to change their steam ID they would have to go buy a whole new CSS package.

how do you use the banid command in console?

banid 0 "Steam_afjak;j;akjf" <-- is that it? cause if so it isn't working
