How can i config Public server CSGO

I am creating one CSGO server now
But when i run it, the mod is match Server (5vs5 with bot)
So how can i remove bot, and config my server to PUBLIC mod (not match mod) with 32 Slot

Public Classic ( Classic Casual )

srcds -game csgo -console -usercon +game_type 0 +game_mode 0 +mapgroup mg_bomb +map de_dust

But it is also match server
How can i config it to Public server like CS 16
